In a significant development in Delhi’s largest drug bust, police have arrested Tushar Goyal, a former chairman of the RTI cell of the Delhi Pradesh Congress. Goyal is accused of masterminding a drug operation involving the recovery of over 500 kg of cocaine and 40 kg of hydroponic marijuana, valued at more than Rs 5,600 crore.
Allegations Against Tushar Goyal
Goyal, 40, was taken into custody during a raid in south Delhi on Wednesday. During interrogation, he reportedly admitted to his previous role as the chairman of the RTI cell until 2022. His social media profiles, where he used the alias “Dikki Goyal,” revealed photos with several prominent Congress leaders, including Lok Sabha MP Deepender Singh Hooda and Haryana unit chief Uday Bhan.
Additionally, Goyal’s connections extended to the BJP, as evidenced by a photo with Haryana BJP leader Anil Jain, alongside images featuring former Congress leader Ghulam Nabi Azad.

Details of the Drug Operation
Alongside Goyal, three other individuals—Himanshu Kumar, Aurangzeb Siddiqui, and Bharat Kumar Jain—were also arrested in connection with the drug seizure. Investigations revealed that the cocaine was smuggled into Delhi via road from various states, while the marijuana was sourced from Phuket, Thailand. Authorities believe the group utilized cryptocurrency to avoid detection by law enforcement.
Sources indicate that a prominent businessman based in Dubai may be involved in supplying the cocaine, which was intended for high-profile parties in the capital. A senior Delhi Police officer stated, “The kingpin of the drug cartel has been running his operations in India from a West Asian country,” highlighting ongoing efforts to track down additional suspects in the syndicate.
Legal Proceedings
The case has been registered under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, with police intensifying investigations into the broader network behind this record-setting drug operation.
As this story unfolds, the implications of Goyal’s connections and the scale of the drug operation continue to raise significant concerns within the political and law enforcement communities.
